China does not pay for Trump's tariffs. US companies that import goods from China pay them. To make matters worse, US taxpayers are now having to pay angry US farmers more money than the tariffs are supposedly taking in. The Council on Foreign Relations concludes, "By launching a trade war with China, therefore, the president has simultaneously raised taxes on U.S. companies and lost the government money.
